§ 11

Ogólne zasady

1. Manewry są to wszelkie zamierzone ruchy pojazdów kolejowych oraz związane z nimi czynności na torach, z wyjątkiem wjazdu, wyjazdu i przejazdu pociągów.

2. Manewry mogą być wykonywane pojazdami kolejowymi z napędem, z wykorzystaniem siły ciężkości (przy zastosowaniu górek rozrządowych lub torów na pochylniach), z wykorzystaniem ciągników szynowych, drogowych lub specjalnych urządzeń mechanicznych.

3. Manewry powinny być wykonywane pod kierownictwem uprawnionego pracownika (kierownika manewrów).

4. Szczegółowe zasady i sposób wykonywania manewrów na sieci kolejowej PKP PLK S. A. określa Instrukcja o technice wykonywania manewrów Ir-9 / R34, jak również regulamin techniczny dla danego posterunku ruchu.

§ 12

Manewry na torach głównych

1. Manewry na torach głównych mogą odbywać się tylko za zezwoleniem dyżurnego ruchu dysponującego.

2. Manewry na torze, po którym ma jechać pociąg, należy przerwać i z toru tego usunąć pojazdy kolejowe. Wydanie polecenia kierownikowi manewrów na przerwanie manewrów i dopilnowanie jego wykonania należy do obowiązków pracownika posterunku ruchu, w którego rejonie odbywają się manewry.

4. Wyjazd manewrującego taboru na szlak (w kierunku szlaku) poza wskaźnik oznaczający granicę przetaczania, a gdzie wskaźnika takiego nie ma – poza ostatni rozjazd (skrzyżowanie torów), dozwolony jest tylko za zezwoleniem dyżurnego ruchu.
W przypadku wyjazdu na tor (w kierunku toru):
– szlaku jednotorowego,
– lewy szlaku dwutorowego (w kierunku przeciwnym do zasadniczego),
– prawy szlaku dwutorowego (w kierunku zasadniczym), po którym prowadzony jest ruch dwukierunkowy,
– w kierunku przeciwnym do zasadniczego szlaku wielotorowego,
– w kierunku zasadniczym, po którym prowadzony jest ruch dwukierunkowy szlaku wielotorowego,
zezwolenie to musi być przekazane rozkazem pisemnym „S” z określeniem numeru toru szlakowego, kilometra na szlaku, do którego może odbywać się jazda manewrowa, godziny powrotu i rodzaju sygnału będącego zezwoleniem na wjazd na stację (powrót ze szlaku). Rozkaz ten może być wykorzystywany do wielokrotnych jazd, w czasie ustalonym przez dyżurnego ruchu.
Dyżurny ruchu przed wydaniem zezwolenia obowiązany jest wyjazd taki uzgodnić z dyżurnym ruchu sąsiedniego posterunku zapowiadawczego.

W tym celu dyżurny ruchu powinien zażądać pozwolenia telefonogramem według wzoru nr 18:

„Czy droga dla manewrów z rodzaj i nazwa posterunku na tor szlakowy numer nr na minut min. jest wolna? ”.

Dyżurny ruchu sąsiedniego posterunku zapowiadawczego może dać to pozwolenie telefonogramem według wzoru nr 19:

„Dla manewrów z rodzaj i nazwa posterunku na tor szlakowy numer nr na minut min. droga jest wolna”,

jeżeli po dotyczącym torze szlakowym nie wyprawił do sąsiedniej stacji żadnego pociągu lub pojazdu pomocniczego, ani nie wyprawi go do czasu otrzymania zawiadomienia o ukończeniu manewrów telefonogramem według wzoru nr 20:

„Manewry z rodzaj i nazwa posterunku na tor szlakowy numer nr są ukończone i tor ten jest wolny”.

5. Na tor prawy (w kierunku zasadniczym) szlaku dwutorowego, gdy po tym torze prowadzi się ruch jednokierunkowy, jazda manewrującego taboru poza wskaźnik oznaczający granicę przetaczania lub poza ostatni rozjazd (skrzyżowanie torów) gdy takiego wskaźnika nie ma, może odbyć się po otrzymaniu ustnego zezwolenia dyżurnego ruchu.
Zezwolenie to dyżurny ruchu może dać, jeżeli po tym torze w kierunku przeciwnym do zasadniczego dla tego toru nie pojedzie żaden pociąg. 7)
Przed daniem zezwolenia dyżurny ruchu informuje kierownika manewrów, ustnie lub za pomocą urządzeń łączności, o sposobie realizacji planu pracy manewrowej przewoźnika kolejowego z podaniem: kilometra na szlaku, do którego może dojechać skład manewrowy, czasu powrotu i rodzaju sygnału będącego zezwoleniem na wjazd (powrót ze szlaku).

6. Jazda manewrowa za wyprawionym pociągiem może odbywać się tylko na ściśle określonej drodze niezbędnej do wykonania manewru, przy dobrej widoczności w odległości nie mniejszej niż 500 m od pociągu, jeżeli pochylenie na szlaku jest mniejsze niż 10‰. Prędkość jazdy manewrowej za wyprawionym pociągiem nie może przekraczać 20 km/h i należy ją tak regulować, aby nie nastąpiło najechanie na tył pociągu, gdyby pociąg się zatrzymał.

7. Dozwolony przez dyżurnego ruchu czas prowadzenia manewrów na torze szlakowym, jak również czas pobytu składu manewrowego na torze głównym, musi być ściśle przestrzegany, o ile pracy nie zakończono wcześniej lub dyżurny ruchu nie zarządził wcześniejszego przerwania i zwolnienia toru.

8. Jazda manewrowa na tor szlakowy powinna się odbywać tylko na odległość niezbędną dla wykonania manewru, nie dalej jednak niż do granicy najbliższego posterunku następczego lub najbliższego semafora odstępowego blokady wieloodstępowej (samoczynnej).

9. Polecenie przerwania manewrów i zwolnienia torów wydane przez dyżurnego ruchu dysponującego lub w jego zastępstwie przez nastawniczego (zwrotniczego lub dróżnika przejazdowego) powinno być niezwłocznie wykonane.

§ 13

Manewrowanie przez przejazdy kolejowo-drogowe i przejścia

1. Manewry przez przejazdy kolejowo-drogowe i przejścia wolno prowadzić tylko po zamknięciu rogatek. Jeżeli przejazdy kolejowo-drogowe i przejścia nie są chronione rogatkami, manewry mogą odbywać się tylko przy zachowaniu następujących warunków:
1) prędkość jazdy nie powinna przekraczać 20 km/h,
2) zbliżając się do przejazdu kolejowo-drogowego, prowadzący pojazd kolejowy obowiązany jest podać dźwiękowy sygnał ostrzegawczy (sygnał Rp 1 „Baczność”),
3) w przypadku pchania pojazdów kolejowych, manewrowy powinien znajdować się na pierwszym pojeździe lub poprzedzać go oraz podawać odpowiednie sygnały.
2. W razie dłuższego manewrowania przez przejazdy kolejowo-drogowe należy cyklicznie umożliwiać przejazd pojazdom drogowym, przerywając manewry w odstępach nie dłuższych niż 10 minut. Manewry należy przerwać natychmiast dla umożliwienia przejazdu uprzywilejowanych pojazdów drogowych będących w akcji. Odrzucanie wagonów przez przejazd kolejowo-drogowy (przejście) bez rogatek może odbywać się pod warunkiem, że na przejeździe kolejowo-drogowym (przejściu) zapewniono pracownika przewoźnika kolejowego uprawnionego do kierowania ruchem w obrębie tego przejazdu. Dodatkowe warunki i środki ostrożności w czasie manewrowania przez przejazdy kolejowo-drogowe i przejścia należy określić w regulaminie technicznym. ”.
